Working of apps like Notifyr

With the introduction of iOS7, Apple opened the notification center to low energy bluetooth devices like the Pebble right? Is there a tutorial available that lets me access the iOS notification center? Something similar to what Notifyr does. I know this post will be prone to downvotes. But I can't seem to find anything for the same.
