Scroll a UIViewController in the storyboard

I have a UIViewController. In it is a tableView. In the storyboard, when I select the whole viewController, (then hover over the tableView,) it doesn't scroll at all. When I select a cell in the tableView, it then scrolls a little, but not all the way. Here are the settings:

I deselected 'Under Top Bars', then it pushed the whole tableView down. (Note: I have a UINavigation controller attached.)
