iOS webview scrolling issue

I am stuck at one problem.

I have added UIWebView to my design. I am adding one UIView as subview to my UIWebView programatically. But this disabled the scrolling of UIWebView. Both UIView's and UIWebView's user interaction is enabled to true and multitouch enabled to true.

Give me some solutions or any methods that will help me to solve this issue.
