can we develop native ios apps with responsive?

I want informatin about how to make native IOS app which should be responsive design? If it is possible then how to make it. If it is not possible then how to make it possible with other way. I have inoformation about 1)PhoneGap but i want to use native 2)swift framework . In between 1) and 2) which one should best and perfcet way to make resposive design?
